(Even though I didn't go back to base) I used Aqua Tail and Water Pulse on a wild pokémon when on low health and it healed me all the way to full health. Held items I used for him were muscle band or focus band, weakness policy, and razor claw.

So far after 10 games with azumarill, whirlpool seems to be better than aqua tail since aqua tail dmg goes way lower without crits

Whirlpool is basically Petal Dance, but no speed boost I think.
