Body armor is totally legal, can be purchased off the shelf. Very few states have any restrictions. Restrictions for felons are where they are acting like it is a criminal tool mean nothing to the majority of civilians that can buy it. I own body armor.
Machineguns are totally legal, you can buy them as a civilian, they require a $200 tax stamp and must be purchased. You can legally make them as an SOT.
Switchblades are totally legal, and easy to purchase and carry in many states. I own some.
Nuclear material also generally legal, people purchase it in smoke detectors and radioactive sources that are used for Geiger counters as a test source.
Mines are legal, but must be command detonated, or become inactive with time. You can make a mine as a civilian with a tax stamp.

I never took those patrols, there were plenty of police wannabe muppets who would take those jobs. My company never would pay any of us enough to keep ourselves alive, so I just refused to die in my own way, by working only the most safe posts. Boring, yes, but Win/Win, really. Simple.

When it comes to nuclear / radioactive materials there is a licensing procedure. Generally naturally occurring radioactive materials including uranium ore are legal to own. It is only when you refine it that you trigger various licensing requirements. There are certain materials in small quantities that are exempt such as americium in smoke detectors, tritium in watches, thorium in TIG welding electrodes, The rationale is the quantity is small enough not to be a hazard if improperly handled/ disposed of / released to the environment. Above a certain threshold licensing is required to insure the materials are handled safely. Weapons grade fissile materials are no doubt highly regulated with probably only the Government or its contractors legally allowed to own it.

1: Bulletproof/knifeproof west are rarely illegal. Sometimes they are illegal by felons. However, the highest grade wests are considered "war material" and thus illegal for civilians to possess. The reason to make this difference, is that for example, any harder material can stop a .22, thus they have limitations. Even a pair of leather jackets could stop a .22, and the law includes using other things as "bulletproof wests" so the law has to be conservative.
2: Switchblades and undetectable knives, are 2 different things, that are both prohibited in many countries.
Switchblades are NOT prohibited because they are easy to "slip into clothing or contain it" - they are prohibited because they can be unfolded quickly in a street fight.
There are a second category of knives, so called "undetectable knives", for example certain ceramic knives, plastic knives and such, that are totally illegal to own. These knives are made not to beep in a metal detector. There are a legal requirement that civilian-grade ceramic knives, must contain a certain amount of metal to set off a detector.
3: Nuclear material is only illegal to possess in excess of certain amounts. Small amounts, whats called "samples", are still legal to possess. Many chemistry samples that can be bought by civilians anywhere. They are enough small, we are talking about grams now, so you wouldn't even set off a radiaton detector anywhere else than basically touching the material with the detector. This so smoke detector can be legal. And its pretty understandable that a amount of material that don't radiate more than background radiaton a few centimeters away, is legal to possess.
They must still be disposed of correctly.
4: Plastic shrapnel weapons are only banned if they specifically is made of a material that is hard to detect using X-ray. For this to happen, the material must have roughly the same density as water or a human body. Composite materials and other plastics that are way harder and will come up on a X-ray, is still permitted. This so the bomb is harder to detect before it impacts.
5: Cluster muntion are permitted as long as:
a - They contain a mechanism that will permanently deactivate the muntion if it fails to explode.
b - Each subammunition weight more than 4 kg
    ** OR **
a - Each subammunition weight more than 20 kg - then they don't need that mechanism.
6: land mines are not illegal. Personell mines are.
Its a huge differentation. Land mines that are actuated by a pressure force exceeding 150 kg is considered non-personell mines, and any anti-handling devices are deliberately made so it will not be disturbed by for example a human stepping on the mine, are excempt from the anti-mine ban.
HOWEVER, anti-tank mines that rely on tilting, seismic, tripwires or similiar mechanism that CAN be triggered by a human, are still prohibited.
Anti-personell mines designed in such a way it requires a continous trigger signal or similiar to trigger (for example, a soldier holding down a button manually) are permitted, as long as the button are designed so it cannot accidentially be left in a triggered state. This because such mines are not a threat after the war when the soldier holding the trigger active is no longer present.
This is called a "Command anti-personell mine" and is excepmt from the anti-mine ban too.
HOWEVER, the trigger signal must be positive, meaning a lack of signal may not be intepreted as a arming command. This means, you CAN wire the pressure plate in series with a detonator, and then have the detonator and battery in a soldier's hand, where the soldier must manually hold down a button, to keep the mine active, is permitted.
However, the battery is not permitted to be in the mine in that case, as spurious activation may be happen due to for example rain, or cable damage, shorting the leads and enabling the mine, thus its considered too unreable.
If the battery is in the remote held in the soldier's hand, any damage, shorts or disablement, will cause the mine to go dormant completely, same if the soldier becomes incapacitated and button is no longer held down.
Anti-personell Mines containing a self-deactivation timer however, is still prohibited, as those timers have been considered unreliable (requirement is that any disablement device must have a reliability of 99.6 % or more, and be confirmed to uphold that reliability even in war conditions to be approved).
