Best explained. Whatever the facility may be but travellers forget how they should behave. The lower berth people think that seat is for theirs only. During day time itself , they start sleeping ,sometimes whole day. Top ,middle berth people simply have to sleep, face unnecessary quarrels etc

Sleeper coaches are also like general coaches, where you might have to share your seat with strangers. Railway doesn't care much about passengers travelling in these coaches. Two train where you can experience this almost every time are- South Bihar Express & Dhanbad Aleppy Express. There are others, but I have travelled on these two 😁 It is common to find upto 20 or even more people travelling in a cabin space meant for 8 people.
