Is this process correct ? First enable the Dev Hub org ( sandbox org ) --> enable the org shape ( production org ) and specify the Dev hub ID in production org to give access to dev Hub ---> in VS code authorize both org --> switch to Production org --> create org shape ---> switch to Dev Hub org , then specify the config file that we want to create Scratch org from Org shape by giving Source Org = "ProductionOrgID" --> then it will create Scratch org using Production Org Shape
Developer edition, production org, or business org can only be the dev hub org. You can't enable Dev Hub in a sandbox. Apart from that all above mentioned steps are correct

in this case is it possible to create org shape in sandbox?
I am not able to find org shape in my setup quick find box, it only shows scratch org
make sure you are using new dev org. In old org that option might not be available.
If we want to create org shape then do we need to enable dev hub? because we're enabling this option - Enable Org Shape for Scratch Orgs
