is fortifide nature better than flash freeze in ADWP?

I've only ran MDWP so I'm not sure what the damage is like in ADWP, but there's less zone wide AoEs hitting the dps so Flash Freeze is less useful. It used to be easily BiS because it was basically a permanent 15% damage reduction.
If you can get your Deflect Severity up to 50%+ then I would favour Fortified Nature over Flash Freeze.
