Near the top the is a small campsite to the left when heading up the mountain. Drive through the site and the fire road continues on. You could take that road all the way down the mountain and end up in Lockwood valley. Unfortunately it becomes a private road a few miles in, so you can't actually make it all the way through without breaking the law. I just went back up there, a large tree has fallen and is blocking the road.

From the video it looks like you've taken one of the two forest roads that head downhill from just below McGill Campground, which is 2 clicks (2 kilometers) east of the end of the Mt Pinos road at the Nordic center. I didn't see a Sycamore Canyon anywhere on the map (www.mountain-forecast.com/peaks/Mount-Pinos/forecasts/2696), but I did see a Seymore Creek. Did you mean that?. The start of the roads are at a flat area. I wouldn't call it a camp site (I've never seen anyone camp there), but, I suppose it is legally so. You're right. You definitely need chains on your tires for this area, black ice covers the roads.
