My son’s chrome book is set to US keyboard and we still can’t get the apostrophe.The < symbol is in the top left corner of the key and apostrophe is top right. Shift + that key gives the

Have you tried (1) restarting the chromebook after you choose "English (US)"? That might do it. I'd check for a Chrome update, too.
