Possibly, yeah. You can't always trust com2us descriptions though. The translators for the game don't seem to actually play the game. There's been a lot of weird things over the years. They may have simply left out the word "to". Either way, even at normal rates that many failures in a row is absurd.
Many thousands of enchant trials. Rates are rarely picked at random by developers, it doesn't make sense. Usually there's a formula to automatically determine the rates. For TWOM the rates line up with the rule of thirds. Start at 1/3, then multiply by 1/3 for every tier afterward. 33.3333333 (tier 1, +5 armor, +7 weapon) 11.1111111 (tier 2, +6 armor, +8 weapon) 03.7037037 (tier 3, +7 armor, +9 weapon) and so on

Failed many +9 weapons to 10 and an uncountable amount of weapons and armours from +8 and +6. I still think your estimates are either spot on or extremely close to the mark based on my experience. It's possible to fail it an infinite amount of times. The previous attempts being failures doesn't make a successful attempt more likely to happen.
It's just unlikely due to the odds. (1/3 chance is very high over 30 attempts)
