The formal starting point is January 25, 1954. On that day, the Presidium of the Central Committee of the CPSU (as the Politburo was called at that time) met in Moscow. At the meeting, they approved a draft decree that the Presidium of the Supreme Soviet of the USSR was soon to issue. Title: "On the transfer of the Crimean region from the RSFSR to the Ukrainian SSR."
Nikita Khrushchev has been heading the CPSU for only four months - since September 7, 1953. He will lead the country alone after 1957, when he removes his main competitors - the heavyweights of the "Stalin guard" - from power. And he will become prime minister even later, in 1958.
But in the autumn of 1953, when the decision on Crimea had finally matured, and in January 1954, when the process of transferring the peninsula began, Khrushchev did not have the opportunity to act as he pleased.
And by the way, it was not he who chaired the aforementioned meeting of the Presidium of the Central Committee of the CPSU on January 25, 1954. The chairman was the then head of the USSR government, Georgy Malenkov.
The motivation for the transfer of the peninsula did not contain a single mention of a “gift” to Ukraine for the 300th anniversary of the Pereyaslav Rada or of strengthening the friendship between Ukraine and Russia in this way (all these myths were invented later).
