Interestingly, Loki mentions this chapter that he was chained up 6 years ago, that's around the same time Shanks became a Yonko. Then ontop of that, Loki seems to have prior history with Shanks, putting all these subtle details together, perhaps Shanks assisted the Giants defeated Loki and that made the Government recognize him as a Yonko.

I could totally see this being the case, holds more promise for someone to free Loki to get revenge on Shanks as well
