I more or less agree. My favourites are Ninja Ash, Chainsaw Buster and Caesar Sam. I like Buster very much and although I often hate horror stuff, I like the look of the skin.
My opinion (dont judge) Fcking Good: Surge, Colette, Lola, R-T Good: Lou, Ruff, Belle, Ash, Fang, Normal: Buzz, Sam, Mandy Bad: Gale, Janet, Otis, Maisie Trash: Eve, Buster Notice: all skin looks okay, they make you feels like a upgraded version of the Brawler. Also i place them follow the Season, so brawler in the same Tier got kinda same rating. Like Janet and Otis, Otis is way better, but he released later.
Explanation :,)) Gale: Just don’t like his colors Surge: Fit his role in Brawl Stars, the Shield + Sword makes it cooler Colette: Give me Helltaker vibe:0, her scrapbook is one of the reason why i love her so much (her outfit 🥵) Lou: Cool vibe, love his colors (Gold and Blue ) Ruff: The way he holds a Blade + his outfit are so cool. The skins follows old ages style, but it mixed up with techs. Cool Belle: She looks like a Rich-Professional Robber. Her jacket is one of the reason why i love the skin. (Her suit 🥵) Buzz: Just.. ok. I just don’t like outfit tho. But his dog, his glasses. Cool Ash: Not his best skins (one of my least fav skin for ash) but it gives Ninja and Sneaky vibe. The extra weapons are cools tho Lola: Make she looks more “teenager”. Her Scarf is changed and looks so good. Her hair is so nice. Nice color. Fang: More alike a Tiger, and a professional Material Artist. His hair is :0 🔥 Eve: Any different from the base? Janet: Color is bad. The outfit doesn’t leave any attraction. Otis: Dont get me wrong. The skins looks so bad, his inks become Black, not colorful like before. The concept should be better, but Cil gives boring vibe. Boring. Sam: Good concept. Nice her wearing + gloves. He just looks cooler, but the outfit is just kinda meh Buster: Chainsaw man copyrighted Mandy: She looks ok, but her weapon has nothing fit with outfit. R-T: Cutie and evil, just like spike :3 Maisie: ok.. but jungle theme isn’t my fav. The red green yellow isn’t too much.

The rankings are basically the same as mine but I think I'd put belle goldhand higher purely because I'm biast (was my first brawl pass) Out of all of them though valkyrie janet is easily my favorite. I think the Lola skin should be higher it’s not as good as the recent Lola skins but it’s great tier in my opinion

fun fact: paladin surge had the same attack texture as his regular skin, thus almost making it a recolour with animations
It used to not have effects, but now it does. They added it it in some update, and I can confirm because I own that skin.
