It may be because since the heater is a high power device, we should be wiring our own Country's GFCI/RCD socket/plug like in this video th-cam.com/video/F9XAxjhtVNk/w-d-xo.html. Another reason may be since the provided RCD socket is quite big, it may be difficult to pack it with the wires installed and fixed inside the box.
The reason behind this kind of packaging is maybe you need to install more longer wire it'll be easy to install it. In that way you can install it inside the wall for much more safe installation.

This heater is rated at a large 3000Watts power and 220V AC. You should use two phases of 100V AC to get at least 200V AC to make this heater work. I do not think voltage converters can support 3000Watts power and there will be huge loses. It's better to contact your electrician for getting 200V AC. Most homes in 110V countries like US and Canada have two phases for large appliances. I think Japan also have the same, coz running large appliances at 100V is very inefficient. Thanks.
