I appreciate the reason you gave for planning being a top-down organizational tool. Lest one come away with the impression that this naturally leads to a top-down approach to all aspects of organizational decision-making, you might want to qualify this by stressing that much of the information needed to monitor and change those goals according to the time frames relevant to each level comes from the front line (the bottom). Thus, by analogy, although the tires aren't driving the automobile, the driver must be aware of and respond to the conditions of the road's surface in order to keep the vehicle running smoothly. The information is conveyed not only by what the driver can see ahead, but also by the information available to the driver through the sensors and vibrations of the vehicle, especially with regard to the tires.
