I've never heard of varnished soap. So it has something covering it?

in short, it means painted. In a technical sense, a varnish is a transparent finish put over paint or wood. nail polishes are often referred to as "varnish" as well, and a lot of soap accounts use nail polish to paint their soaps (which is why it gets translated to "varnished," because usually it gets translated from Russian to English). The soaps here are probably painted over with nail polish and/or a clear top coat
