GD&T : How to measure Total Runout

Datum A Fix + Rotated
Can also be used on flat surfaces perpendicular to the datum axis

Point 1 = -3,+19
Point 2 = -3,+20
Point 3 = -4,+23
-- After measure --
If tolerance of GD&T on drawing , limit 30
It can use , Because this work piece is limit +23 (oversize), -4(lowersize) = 23 + 4 = 27.
But . . .
If to tolerance of GD&T on drawing , limit 20
It can't use .
