Well, they are 'referenced'. They don't usually play a big role in the story and show up for a few episodes and not through it's entirety, so vocaloids 'are' technically anime girls (because of being featured in an anime) but there is still no anime about/with vocaloids (as a main part of the story) so Vocaloid isn't an anime.
The only anime I've ever seen in this whole video is Lucky Star It's been about 2 years since I watched it and this video made me want to watch it again-
