    This is the kind of conversation needed in Kenya. The most unfortunate thing is that many Kenyans have adapted to harsh conditions and very few will pay attention to what this gracious lady is saying. I always question the rationale of giving MPs CDF money to issue bursaries instead of allocating that money to ministry of education and make education affordable to all.

    Very interesting perspective from Janet, on what the Paybill introduced by the gov't means. I had not thought of it that way, which I think is the correct way it ought to be looked at, that is as a way of undermining free education by normalizing payment for something that should be a public good and a right stipulated in the constitution.

    Janet, I hear you, dear. Regulations, decisions, policies, their implementation and so on do not come from thin air anywhere in this world. They are the responsibility of government. The lack of good leadership or precisely GOOD GOVERNANCE is not only in Kenya. It is pervasive throughout the entire African continent. This is the most intractable problem we are facing, a detriment and an impediment to our progress in Africa since independence. It is a broad term of 8 principles, as enunciated by the United Nations, the topmost of which is the ACCOUNTABILITY to the governed and sadly the least understood by our so-called African leadership today.
    The late President Mwai Kibaki of Kenya did not only inspire and lead as you have observed, but his regime will always be remembered as the best in East Africa since independence. Having attended Makerere and graduating first in his class, we wish he was a native of Uganda and not the other way around. He was definitely a breath of fresh air. Indeed, "the tone at the top" matters a great deal as you have declared. "Sloganeering" is not what leadership is about as you have pointed out. Rather, it is by the leadership delivering on what has been promised, well-planned and executed for the governed that matters. Individual Africans and their families may have prospered since independence. However, it takes organisation, planning and so on to uplift millions of people in any country. That is where GOOD GOVERNANCE comes in. When a country with so much potential as Kenya is misled, nothing worthwhile happens. I am afraid the situation in my native Uganda today is a lot worse than it is Kenya. Yet there isn't a single African country lacking the means (brains, work ethic, etc) and resources (both human and otherwise) to prosper.
    Nevertheless, the means and resources at our disposal will not amount to anything in Africa until we have achieved GOOD GOVERNANCE. Therefore, the African countries are not yet rich, nor are they poor at all. We are simply badly governed low-income countries.

    Current taxation is extremely high which is more than enough to Carter for health issues, education and all ministries and all parastatals CAS is unconstitutional but parliament approved it instead of priorizing health and end the medics from demonstrations

    Ask yourself,the 47 counties we have,how much money is going down the drain in the hands of these governors and their bloated staff and imagined infrastructures??
    The mismanagement of public money didnt start today,it`s been there,we all know who stole what public funds when and where but,we praise them all over..some of them are our gods,we cannot even imagine raising a finger on them,yet we complain daily we want this and that to be done by the government..
    We should be honest,and begin tackling corruption right from our homes where you have to bribe your own kid to send them for family errands e.t.c.
