It seems to me that he borrowed from every possible reference to pop culture out there at the time and implemented those beats on his songs for the Sonic stages depending on their level of danger and the stage itself.
Scrap Brain Zone was a true test of platforming skills whereas Metropolis mostly just threw bs enemies at you. Eggman figured that since he couldn't kill you with traps he'd instead let his robots do the talking... Oh the horrors >.

The atmosphere is perfect, the music is intense, tension is really high, the build up to the final battle is great, and it kicks your ass hard. This is Sonic platforming at his finest. Not high speed running, just great platforming. Thats what made the classic games so great.
