The most powerful human version of Emiya Shirou is the Shirou of this game. No need of Archer's arm. He can trace Caliburn, Avalon, Ninelives, UBW, K&B and perform all of Archer's stuff. Need a movie about this Shirou (?).
It is not this version, remember that Emiya's power is to "copy" what he sees or touches, if Emiya does not fight Archer, he will never know about unlimited blade works, he could barely replicate Rho Aias (4 petals), and if he never fought with gigalmesh, you will not see your gate of babylon either, so you can only create what you see at that moment or imagine. I mean oath under Snow Shirou, still human since he was no longer demi servant when he gave the card up, still has a similar situation as Archers arm except the differance is that its not just part of Archer's soul, but the full incarnation of Archer's soul from the Servant card thats in him. And while he hasnt shown to be able to use Avalon Caliburn nine lives etc... He still finished the grail war in a day, and with his connection to Miyu managed to summon his own UBW, trace even partially a Divine Phantasm right after the mountain cutting blade was thrown at him (hollow shell compared to the material ofc, but still one of the hard limitation of Shirou is that he can only understand Human construct, Avalon and Excalibur aside due to Avalon in him so long and Excalibur linked to both Avalon and Artoria) And even for a few moments withstand the might of Ea... Which is INSANE given Ea has an autority linked with it that simply makes it superior to all other weapons, especially swords. Shirou managed to hold back his hard counter for a few moments, thats some feat even Counter Gardian Emiya would harely be able to do
