Not to be rude, but the Governor of Hong Kong took the oath to Her Majesty Queen Elizabeth II and not to the Chief Justice. The Chief Justice is there to administer the oath as Her Majesty in not present.

Jiajie Zhang If HK had always been under the rule of China, do you think HK could become one of the leading financial centres of the world like it has been for the past several decades? And if HK was never an International city, would China be able to open up and advance so quickly? China was only a mysterious country to the world when HK was already an International financial hub. A few years after the handover, instead of making HK even a greater International city which a Mother should normally do for her child, China has only been working hard in continuously harming HK by attacking HK's autonomy which violates the one country two systems principle. China never admits it but instead blames all the problems on HK and it's youths.
