One way I get dirt is by digging down a little before the take off - so you kind of dip down just before going off the jump. Also, if you can get in contact with someone from a landscaping company they might have some dirt they want to get rid of - see if they will drop it off where you want it. To get your jumps to pack in without machinery you can put dirt down and step on it and roll your bike up and down it (adding a little water during this process can help too). Otherwise just use your feet and body weight as you go. Over time the jump will pack in naturally as black dirt settle about 20% naturally over time.

I have seen a bucket attachment for a four wheeler that was driven by a winch. I can’t imagine it works super well - especially if it’s hard packed dirt. However, it’s probably better than using a shovel.
