Um, I don't think it is designed that way. I'm pretty sure it is just way, WAY overloaded. I've never seen carriers loaded all the way to the top like a cup of flour before. It's a sinking hazard, that's for sure, but life is cheap in the third world so I dunno.
If I am correct they move the sand to fill in low land that was once all water so they can build on it. I guess it would be considered economic progress to them.

no, it's because the soil is very clayey, and clay is a great water retainer, and has little resistance to compression. Sand is then added to accelerate water flow during rainy weather and prevent deformations in the foundations, which would lead to cracks in the structures.
So much technology in 2024 and yet some of us decide to use it to watch sand being unloaded for 30 minutes 😂
