My take on the Supreme court Ruling. The SC will not allow a Re-Run of the Presidential elections due to the many illegalities and irregularities and IEBC member issues that will take time to solve within the 60 day period given for a presidential Re-run to take place. Owing to the many complexities and uncertainties of a Re-run may bring and to avoid the illegalities and irregularities of the same that took place in the previous election the SC will avoid putting the country into another tense electioneering 60 day period because who is to say that the Re-run will not trigger another petiton putting the country on another stand still. What SC will do is ask for a Re-count of form 34A's either from all 460000 polling stations or polling stations that had major issues or those mentioned in the petitions. -The SC will give 30 days for the recount to be concluded -The recount will be at bomas with heavy security and very limited party officials and observers. -IEBC Agents will be assigned to counting desks and party agents will have a list fo those who will be seated at the counting desks. -The counting shall be split into 8hr shifts every day and night for 30days so as to give IEBC officials and agents time to rest. No same agent or official shall be at the desk for more than 8hrs meaning new officials and agents will rotate whereby no one works or be at the premises more than 8hrs a day. -Anyone entering the premises will be searched and IEBC officials conducting the count and Agents at the desk will be searched twice when entering the vicinity and before going to the counting tables. -Party's will have a limited number of their observers. 4 observers per party and the rest foreign observers and any other interested party that will be cleared by IEBC. These observers will not be restricted as to how many hours they spend observing. That will be left to the party's and interested party's to decide.
