I mean u are right the Gwen played strangely level one. But some people do blunder in the top lane it's not uncommon. In my opinion Gwen was probably choosing her options between skilling Q or E, tried to get some minion hits to stack up Q and seeing how XCM wouldn't let her hit minions to stack up Q she decided to skill E to minimize her losses. Note that not all toplaners play as aggressively as XCM and both laners would usually hit minions and Gwen will certainly benefit from a Q start there.

High elo players will get very creative to get the xp from the first waves. Including 'inting' early trades and their potions
so if you are playing you just give up first 3 melee xp and prio?
