Quality Assurance and Management cant let certain Top Cards hit circulation at certain times. Alot of sets dont even Print the various Inserts and Parallels they advertise ! What outside party is there to keep them honest ? Lottery rotates scratch-off games constantly without paying out the top winners . With only a few top ceiling prizes They know when/where it gets sent out.
