      Yes it is. Governments have all kinds of reasons. U.N. quotas, demilitarize a certain number each year, jobs etc. Theres arguments saying each gun was chosen for this because of problems with something. Bad metal fatigue etc. I think its crap. Governments dont care. Some politician can line pockets, they scrap them to sell to the American market. This rifle even has the mag shut off slot. No date on it anywhere.
