"The Internationale" (French: "L'Internationale") is an international anthem that has been adopted as the anthem of various anarchist, communist, socialist, democratic socialist, and social democratic movements. It has been a standard of the socialist movement since the late nineteenth century, when the Second International adopted it as its official anthem. The title arises from the "First International", an alliance of workers which held a congress in 1864. The author of the anthem's lyrics, Eugène Pottier, an anarchist, attended this congress. Pottier's text was later set to an original melody composed by Pierre De Geyter, a Marxist.
In 1922 its Russian version was adopted as the anthem of the newly born Soviet Union.

It really isn't a national anthem it's an international anthem, it's the anthem of the international proletariat which makes it unique.
Well yes, but officially it was the National anthem of the Soviet Union too (from 1922 to 1944, when it was replaced by the famous Soviet Anthem). The reason why they chose the Russian version of the Internationale as their anthem is pretty self-explanatory.

I'm pretty sure the Soviet anthem is different.
The soviet Union had two different anthems: from 1922 to 1944 the soviet anthem was “the Internationale” (this one) and from 1944 to 1991 its anthem was “The State Anthem of the Soviet Union”, which is the most famous one and from which the modern Russian anthem took the melody. But still for 22 years “The Internationale” was the National anthem of the Soviet Union.
