Manor aren't going to war a gang with 5 members it's pointless and it's just bullying and if angels give up the turf another group just takes it and Manor are in the same cycle where as they can benefit of the angels having it and use it to there advantage

Conflict doesn't always mean shoot shoot bang bang. They will compete w one another for influence on the same turf regardless if they on friendly term or not

the system wasnt made for conflict though. both gangs working for influence just gives the turf more so there is no point of fighting over it just to fall behind other turfs. If they wanted conflict, it should be some benefits to being at the top and others able to steal the antena or something.
