It helps to know furniture value. If they have lots of statues or artifacts or cauldrons or teleporters, then you know they spent 100s of thousands on the house, and it will cost a lot. If they just have low end blocks and sub 50 buck items, then you know they probably put the house together for less than 10,000 bucks and it is probably worth a few no pot legs for their effort. I basically do 1 no pot leg per 5000 bucks i figure they spent. Also I pay for unique stuff.. for instance, if they built a dragon statue out of bowls, they didn't spend a lot of bucks, but you know that took hours to make. So time x bucks = amount of pets to offer. And most important of all: Do you like the house? Good luck house shopping :)
