The initial right foot exaggerated/extended step movement stands on the tacklers stick, then changes to smaller “shuffles” whilst backing into a tackling defender with his right hip and thigh, and multiple denials at legit play at the ball with his right foot leading and denying the tackle. This is the very definition of rule 9.12 wording. Umpiring standards have slipped so significantly that rule interpretations have become so generous that clear breaches are being ignored. Leads to lower level hockey degrading into the level of obstruction and contact expected in Sunday league amateur football.
