I think Leighton is saying that when God allows ( doesn't intervene) an event to happen there are still consequences or repercussions involved so in this sense it is still deterministic even when God allows events to unfold.

So even consequences are inevitable when God doesn't intervene. The problem is that if God doesn't uphold or sustain the existence of the cancer, the cancer wouldn't exist
