The fact that we can use various weapons of the same type is presumably a subtle throwback to first GTA games, like GTA 1, GTA London, GTA 2, GTA 3 etc. I mean in GTA 2 and GTA 3 it is possible for the player to simultaneously carry both flamethrower and rocket launcher. Nice reference to good old times. But I wish flamethrower was present in GTA 5.
I find the best way to get it is to approach from the other entrance as in theory, it would spawn the enemies there such as the tanks, giving you a better chance to get into the tower - or steal a jet (Very difficult but it`s possible if you claim one from a hanger, fly low, then fly towards the swamps then the sea) Whilst I didn't know about the smaller room, as I though the minigun was at the top of the tower all of this is very useful to know as there are some locations I was unaware of.

The crowbar and the lazergun But the mini gun and one of the shotguns are found by doing the stranger and freaks mission where you take that blunt/cigarettes and the alien one is where you get the mini gun. As M and the shotgun is the clown invasion that’s where you get the shotgun. That’s it
