Regulus basically _assigns_ a number to a wife. He actually wanted to make Fortuna his 79th wife, but she died so he couldn't. He had that spot reserved for someone he could replace Fortuna's with. This isn't a spoiler, he talks about wanting to make Fortuna his wife during Emilia's trial in the novel, and he alludes to that in the first episode of S3 too.
