Look into Shades of Green, its the military resort on Disney property and its room rates are based off your pay/rank. Also they sell discounted tickets on base and at Shades of Green. That would be my first step (my ex husband was in the navy and I have stayed at SoG and purchased discounted tickets both there and on base, its easy).
There are a lot of factors that go into pricing. I recommend contacting a travel agent to help you with planning if you are trying to get the most bang for your buck.
