Or he was around when morty was a baby but something happened causing him and morty to come to a beth's reality where he wasn't around for 20 years.
the showrunners have said that someone added the 20 year thing without permission and that it isn't canon.

I recall watching a video of Dan Harmon. I can't remember if it was his podcast thing or an interview. When asked about the TV guide synopsis or something like that, he said to put something sad. Later, when he saw they put 20 years, he reacted with disgust. I remember seeing him doing the disgusted face.
If it has been added to the show or mentioned by Harmon again, then I'm wrong and he decided to work with it. I just don't have a reason to think differently currently ☺

Thankfully, as time goes on, we are developing the tools to codify the unknown, so that human beings can be self-determinant, which is the point of this particular episode.
I mean also used as a way to get obedience. From the villager elders saying "there's a god in this cave and you must do what we say like bringing gifts or he will angry" to the bible saying all kings are chosen by God therefore you should follow them as that's what God chose.
Religion is an answer (right or wrong) to humanity's questions, Science is asking a question and trying to prove it wrong, if you can't prove it wrong, it is a truth until someone does prove it wrong.
