from my experience as a jungler more than 9years
on this season i do skip entirely both scuttlers on their first spawn because if you get both of them you are getting less xp than farming a level 2 camp
dont waste your time contesting the first scuttles

Raps,krugs,red,wolves,gromp,blue recall get items rush to raptors again then krugs and i am level 5 with items and a huge power spike regardless the enemy jungler i am facing
Most of the times i am doing this path with viego/amumu/diana and everytime i am level 5 and the enemy jungler is either level 3 if he failed a gank earlier or he is level 4 but most importantly he has no items
