I think the Harbor looks great as pure LEGO. If this was a dedicated water MOC, like an island or underwater or something, I think having a real water feature would be pretty interesting. But, with this just being a harbor on the side of the city, I think it would be a lot of effort to create a small feature.

If you want to add more variety to the harbor you might be able to add a pier coming from the top section, possibly just the vertical elements if you don't want the deck of the pier blocking the lower section of the harbor.

Your dedication is incredible. The way you consider suggestions and criticism with experimentation and explanation not only makes the channel much more engaging, but really represents good character. I know you won't change to real water, but an idea that could make the boats float, can be the use of supports, plates at the bottom of the water tank, and trans-2x2x1 cercles attach to the plate and the boats. You might be able to see them trough the water, but it can be an idea to make them float.
    Otherwise, really nice moc!

Assuming you really wanted to try the real water idea, if I was going to attempt it, and this is just a suggestion based on my own idea, I would use plexiglass to create a shallow, less than a centimeter deep, pan to cover the entire area that would include the water. Basically a bottom and sides, then coat it with something like Flex-All to waterproof and seal the seems. In this case, I'd suggest brushing it in so as to give it texture and the visual effect of ripples or waves because that shallow of a pan is not going to look like a deeper harbor if there's no forced visual effects.
Next, I would add a small pump to create slow water movement/flow through the pan because stagnant water can develop issues, such as algae growth. Plus, it'll help with the visual effect of making it look deeper than it is. The pump will have an intake and an output tube, place the output tube at the furthest location away from the main focal point of the harbor area, and the intake tube at the opposite side of the harbor, that will add to the flow effect by circulating the water better. You can easily hide the tubes under the dock or inside something.
You could try placing a sunken Lego plate like your current "water" plate in the bottom of the pan to add to the depth effect, plus that would allow you to secure smaller boats in place, so they don't float around on you. But larger boats, like your fishing boat should be heavy enough to sit in the water without floating and without tipping, but still appear to be in the water.
Again, just an idea, something off the top of my head, just trying to be helpful.

To change the harbor wall up a bit: many historical harbor towns have metal plates on harbor walls marking serveral historical stuff like how far the water ever rose, some important events (where a pirate was killed, vikings landed to raid, romans doing stuff, etc. )

I think for the top shelf something that could really work could be this:
Continue buildings to the wall all the way through the corner and right side of the wall. build the road, build a T junction like you said as soon as possible and leave a big square in the middle for a big centerpiece building. No idea what, but I tihnk a single modern extravagant building like an expo center, or a big stadium/arena. Anything to kind of break witht the established style, make it an eye catcher there. Maybe even something undergound/metro related under there?
Excited to see what you do with the space in any case! love your videos, awesome city and videos!

you should make some sort of basin with lego on the floor so you can rest the boat on clear pillars so when the basin is filled with water it wil look like the boat is floating. also fun idea you could make a river ish thing trough the city that flows into the harbor with the real water, maybe it could come from the mountains.

For some variety on the harbor, maybe adding a wooden pier (partially broken?) or even a concrete one with a small lighthouse on the end (at the docks level? Or a the plaza level?).
To add some variety again, maybe a cape that is (on the top) at the same level than the upper town, with maybe some caves on the cliff, and a lighthouse or an old decrepit manor on the top.

I mean even when you go to Legoland, the boats/other LEGO creations which are in the water are all sured up with glue and are on mechanical stilts to make sure they don't sink/flip over, whoever suggested that you should make your harbour with actual water needs to sit the hell down, it's neither realistic for you to do or worth it aesthetically - I'd say, especially with the addition of the trans clear plates for the seafoam (which you should definitely do more of, since it really gives both texture and variety to the water, maybe also consider some greenish tiles for some seaweed/greenish seafoam) the harbour looks great with the tiles

Not sure if somebody suggested this already, but you could make the harbor water out of a resin pour. Looks very realistic and the boats could either be placed into the resin while it cures (fixing them in place) or just placed on top. A kinda marriage of the modelling world and lego builds 😉 and none of the seepage the real water causes.

    Hey,
    Just an idea.
If you have time and effort for all of this :),
Try to get some PVC,( or Styrofoam shold either work,) and put it inside the boats, you could hide it with any lego.
These are light, and prevent water to fill up that much place. The boat should lift up.
I saw this from an other lego builder, so this is not my idea.
