Passive is already insanely good if he's in ult. Only heroes like badang, karina, paquito could probably take him in ult. If he kills someone in ult, he could he could keep OP mode for a few secs. That's insane.
If he knows when to ult, he could even take badang and paquito when they're low or used up all their skills.
You pick this guy for his ability to take out heroes with his ult. So it makes sense that he's weaker outside of it.

Not really. Much like chou in this game, badang can't do anything if he times his ult properly. He could also just 2nd skill away from badang's ult.
The real counter to this hero is good healers like floryn or angela. Heal your teammate and hope he isn't killed in ult then immediately counter once his ult expires.
Karina with her immunity and argus with his ult could also work but this guy could just work around it by timing his ult properly.
