lol you can't just preemptively shoot a man (or kill 3 with dynamite) because you suspect they may be trying to rob you. Low honor earned. In the scenario where he was killing them to get his money back he lost no honor.

I've replayed this game I don't know how many times - and I have never seen this, or even a youtube video covering it. Did they patch this in recently or something?
You need to stop fast travelling and actually explore the game. Start a new game or load an old save and start fresh around Chapter 2-3. You'll be able to see the encounters again. Listen to the game, watch the map for the white blips and go to them.
