    This black & white educational film is about how to spot and correct a problem child before they fall into delinquency and end up in prison.This was made by the State of New York Youth Commission and the copyright is 1947.
    Opening titles: NY State Youth Commission presents CHILDREN IN TROUBLE, from the March of Time (:08-:24). A guard patrols a prison. Prisoners walk around a prison yard as guards watch carrying guns. Men enter their jail cells. Children play stickball and shoot craps. Teenagers mill about. Men in uniform talk to women on a city street. A girl serves tables. Children outside in a tenement. A father smacks a childs hand while seated at a dinner table. Animated stream. Stream has words: Feeling of belonging, security, affection, achievement, recognition. A child in a boat goes up the stream, it starts to recede and deplete and the word crime appears, where the boat wrecks (:25-2:23). A boy on the streets with his friends. They go downstairs into 'The Alley Club.' The boys rip off cargo on a train. A policeman gives chase. One boy is caught by the police. The boy is confined behind bars. Aerial shot of a wholesome community. Everyday life with regular people walking. Animated specter of delinquency over a town. The words: Home, Church, School, Agencies, Police shine onto the specter. Cars pull up. Civic Leaders Meeting with adults and young adults (2:24-5:04). A person writes down the Children's bill of rights. Home is written first. Children come home and hug their mother. Children play with mom and dad. Church is written next. People and children attend mass. Community Recreation is written next. Children and adults go to a park. Children swim and play basketball. Teenagers walk, play ping pong. Police is written next. Police walk and talk with citizens. School is written next. Children walk into school. Children in class, bang hammers and build things, saw wood. Sit in a classroom. A student doesn't like class and hits the back of the head of a child who does. A teacher writes notes down concerning a problem student. School guidance office. Employees review the student' s file (5:05-7:45). Students sit and are taught in class. They fill out a classroom questionnaire. The question asks 'who is the person who is always causing some kind of trouble in class?' A girl writes 'Carl Norcross,' the boy who earlier hits the back of the head of a child. Children answer more questions on the form. Teachers review Carl's file. Carl is clearly a problem. He has a physical. His parents are visited by a social worker (7:46-9:08). Carl performs a chemistry experiment in front of the class. The problem child has a chance. Students sing in school. Carl smiles at another student. Students leave the school (9:09-10:18). End credits (10:19-10:24).

    Great film! Kids today could use some of the values taught back then. Loved the children singing the old hymn!
