The one that the shooters jump out of does not have a roof rack Just black bands and it has silver wheels. It sounds like mission impossible but its better than chasing from behind. Or set up concrete barriers at ends of streets to make dead ends and force all cars to certain intercept areas. Make it so every neighborhood is sort of a one way in, one way out drive pattern and you made the hood into a safe neighborhood, less through streets. But ask the neighbors to vote on it and by consensus so they arent angry as hell. Let them know about the possibilities. There are no driveby shootings in a cul de sac. So the theory goes. Pray for leaders for wisdom here.

Streets have bottlenecks by design. This creates a more peaceful existence for the residents. Philadelphia is only 200 years behind the times. Creating neighborhoods with concrete barriers to make these more secluded more peaceful areas less accessable is a brilliant idea. The cost is very low, by consensus of the residents and nothing done by over reach. You form community watch groups, they gather information. Talk about what the problems are with proposed solutions. Then you ask for some meetings and residents can speak out. Invite more state reps to attend and fix the problems. Philadelphia can be seen as different areas and block by block, the hood needs to be contained and violence punished by removing criminals AND providing co-ops and school votech programs so inner city youth has a path to honest employment in the trades.
