Decentralization with separate zones of activity makes cities inefficient. Walking to complete everyday tasks becomes difficult so cars and the attendant congestion becomes inevitable. A look at the parking spaces tells you all you need to know. This is not that difficult to see. Hire a smarter urban planner and allow them to do the job without interference.

As senegalese living abroad for now, I don't see any futuristic projects about school reform or new infrastructures. As long we follow the french educational system and believe that all this is for nothing..
The building them selves look great but the city planning looks horrible, as a Brazilian it reminds me of Brasilia and all the problems that come with it, the city is obviously built for cars, everything feels disconnected, there will be no city life, they city will have barely any local economy and will basically be a place only for rich politicians and government workers, this is probably by designed to keep the population away and shield the politicians from scandals and protests. It’s honestly a shame that we humans keep doing the same mistakes and don’t learn from each other. At least it looks pretty unlike Brasilia.
