What is a breach of promise?
A breach of promise is an antiquated tort that is no longer used in modern legal systems. It was commonly used in engagement contracts between a man and a woman. A promise to marry was a form of a quasi-legal contract. If a man were to repudiate his promise to marry it would be viewed as a form of constructive breach
What is fraud?
Fraud is defined to be "an intentional perversion of truth" or a "false misrepresentation of a matter of fact" which induces another person to "part with some valuable thing belonging to him or to surrender a legal right". Fraud is usually making a material misstatement that another person relies upon to their detirment. The hardest part of proving fraud is proving the required element of “scienter.” Scienter is proving that the person had knowledge of the falsity when he made the statement. Fraud may be actionable both criminally and civilly.

We have a fraud case in Portland, Maine, where a homeless shelter was informed that a certain realty group owned the shelter property, and therefore the homeless people were required to evacuate. The City of Portland knew it was a false claim to the land but they allowed it to pass as authentic. The city set up a new shelter in a remote area not close to Portland center, so the residents are isolated. They were forced to dispose of their possessions before they moved out to Riverton, without any hearing, which I believe they were entitled to under the Fourteenth Amendment Due Process clause. The people want to return to Portland, and they want restitution for their lost property, and they want reparations for the damages of pain and suffering with the relocation. They report that the food is horrible and makes them vomit and have diarrhea, and at least one has gone to the hospital with worms. I understand this to be a forced starvation, and I believe they are looking at a beginning of a genocide of homeless here in Portland, Maine. We also have some asylum seekers here who are looking at a similar set up in Riverton.
