To configure GRE over IPSec using VTI in a Site-to-Site VPN:
1. Create Virtual Tunnel Interfaces (VTI) on both ends.
2. Configure IPSec settings for encryption/authentication.
3. Implement GRE tunnel interfaces associated with VTIs for the desired Site-to-Site VPN setup.
