Collect Money for CRJ900 then buy your first licence of the plane then you will have to finish the New Route Contracts then you will get level 4 It took me atleast 3 days but patience brings anything! 😊😊 Now I am level 7

You can't get offer from other airlines, update your airline commander on play store and try and some time technical issues are responsible for this.
you need to buy the other air, then u unlock new offers and u can go over level 3 (and get new licens)
