Was this guy seeking revenge against vendors from a wedding with a cowboy-themed reception?
Probably not!
Could he have been a dapper, well-dressed tax revenue agent? Possibly, since all businesses mailed their tax returns to Ogden, Utah in 1991 and 1992.
Personal taxes were broken into regions and these murders happened in 3 different filing regions.
Just my opinion.

If he’s the I 70 killer then he would be pretty young in the 1992 murders he looked mid to early 30s in the 2001 surveillance

Did they ever solve the murder of the little girl that sold newspapers and found down river from Terre Haute? I don't think they did. It happened in the 20s or 30s.
