On my midi controller, I can send and LSB bank change followed by program change to the Peak, but on the Digitakt using SBNK + PROGRAM (which I understand should be the same form of message as I can send successfully via my midi controller) does not result in a bank+program change on the Peak.

Good thing to know is that the peak does not respond to the bank selector. Instead you have to setup a parameter in the next page of the digitakt to cc32 (lsb bank select)
In ableton live it will some times skip the first note when patch changing on a clip, to fix this I have to add an empty clip with the patch change previous to the actual clip containing the note sequence (just a tip)
I find just turning quantize off on your program change clip launch setting works without having to setup an “early” program change as I believe you’re describing.
I hope there is gonna be more of Hack Series.
Would love to see an AFX mode for the Peak! So that the Peak could do this natively like the Bass Station II.

are you sure?, I can't change bank selection with this CC32, thx (with my Octatrack)
