Agility doesn't affect the crit rate in gen 1 just as para doesn't either. The crit rate is calculated from the pokemons base speed, it doesn't get modified by boosts or drops
To be more specific, high crit rate moves have 8 times the normal crit rate and the formula for them goes like this: (Base speed/64) *100% Kabuto has 55 base speed so it has 55/64*100% = 86% chance to crit witth Slash.
@Gr3y1F0x not sure what to tell you, the formula is widely quoted for a normal move as (Base Speed/2)/256 Base stats aren't actually the pokemons stats rather than what is used to calculate stat growth each level. Persian for example has a base speed of 115 which means a max speed of 183 at lvl 50 and 361 at lvl 100. The BASE speed is always 115 at each lvl. Otherwise lvl 1 pokemon would never crit and lvl 100 pokemon would almost always crit. Moves like agility affect the ACTUAL speed not base. Therefore at lvl 100 Persian would have 722 with agility, but base speed is still 115. 115/2/256 (22%) is used to calculate the crit. If it were using actual speed Persian at lvl 100 would have 70% chance to crit without using a move like slash which multiplies chances by 8 and over 140% with agility...you would never bother with moves like slash as all pokemon would reliably crit with agility.

Moves like slash will not always crit if a Pokemon is slow enough. Also, agility seems to increase the crit ratio. All in gen 1.
