I'm pretty sure Chao didn't keep his promise to Salvatore. Also, it's unfair that Woozie has never got to know the truth and take revenge afterwards. But actually Chao has made Woozie a huge favour. San Andreas is way better than Liberty City.
Maybe youre right that Chao betrayed Salvatore. And in response the Leones killed Chao. Or maybe Chao helped Salvatore but got killed by Johnny Sindacco. Either way, karma would have made justice for Woozie 😁
