JulianK goes for tea export first, and he saves the 2nd shipment for age 2. And I've seen Lionheart send 300 wood first to get extra villages down before sending Refugees. He still ages up around 5 mins but with more vills and and one less shipment for next age. So it would largely depend on your opponent. You could afford to be greedy if you think you aren't going to get rushed. If you think you'll get rushed better get that blockhouse out.
I only send refugees if I can get a wood treasure and build an extra village. Otherwise, I go for tea export and save the shipment for age 2.

Great video! Interesting thing about Chinese vills is that they (like all other vills) have that export trickle while gathering so even just 2 vills is more like 2.2 vills compared to Euro vills. Tea Export on the other hand grants something like 1.2 vills worth of export-res in trickle (most things you can spend export on are close to 3-villager-seconds-worth-per-1-export) but that wagon +100 export is worth 750 villager-seconds worth so it skyrockets in technical value. Of course neither of these assessments take into consideration food gather rate and time-to-ageup which is definitely in favor of either the 2 vills or Tea Export -> French for 400f crates.
tea export is pretty powerful. been doing tea export age1 and then wait till age 2 for northern refugees, when i get at least 2 to 3 villages up
This does work, but getting into age 2 at 5 minutes flat is very slow (by sending tea export first)
I just know that i never thought N. Refugees on age 1 is not worth it, but maxing villages on early age 2 and sending it and FF with +1 TC and constructing another and sending the other refugees card you have a 7 vill card on early age 2 and 9 vills on early age 3

My go to is push refugee first n herd early for fast age 2 then push out for banner armies+Riders. Atk Early
